Does Guesty Bill for Closed or Declined Booking Requests/Inquiries?

Guesty will only bill a reservation that was confirmed at some point.

When you confirm an inquiry, for example, it becomes a confirmed reservation, but if it was closed or declined before ever being confirmed, it was never a confirmed reservation, and Guesty will not bill for it.
